The Server Side has a discussion of the new draft.

I’ll probably be writing my take on the draft as I work my way through it. The fundamental concepts are the same as the previous details, but a huge number of important details have changed. So anyone working on the implementation based on the earlier draft will need to update their code fairly significantly.
